1.0 LEADERSHIP FOR SUSTAINED TRANSFORMATIVE CHANGE

  1. 1.1  The Kenya National Examinations Council (KNEC) is a state corporation established through an Act of Parliament (CAP 225A, Laws of Kenya) repealed by the Kenya National Examinations Council Act no. 29 of 2012, revised in 2016 and amended in 2017. KNEC is responsible for overseeing national examinations in Kenya.

  2. 1.2  The Kenya National Examination Council has been going through a strategic and transformative change management process since April, 2016. The Council now seeks to recruit a self driven proven, results oriented, dynamic, innovative and robust Chief Executive Officer to continue with and sustain the strategic and transformative change management process.

2.0 REQUIREMENTS FOR APPOINTMENT

For appointment to the position of Chief Executive Officer, a person must fulfill the following requirements:

  1. 2.1  Be a Kenyan Citizen

  2. 2.2  Be a holder of a Bachelors Degree and a Masters degree in Education or other field relevant to the mandate of the Council from a recognized university.

  3. 2.3  Have experience of at least ten (10) years in matters pertaining to education, training, research, policy formulation and procedures of government.

  4. 2.4  Have a thorough knowledge in structural legislative and regulatory framework for administering education and examinations in Kenya or the East African Community partner states.

  5. 2.5  Possess skills in analyzing and re-engineering operations and procedures with strong ICT knowledge and social media management skills.

  6. 2.6  Have ability and experience to develop financial plans, interpret and report financial data and prudently manage resources.

  7. 2.7  Possess strong leadership qualities, a track record of innovation and creativity with ability to manage sustainable transformative change.

  1. 2.8  Be a dynamic and strategically minded individual with passion for performance, be able to motivate teams and deliver measurable performance outputs.

  2. 2.9  Meet the requirements of Chapter Six of the Constitution on Leadership and Integrity; and

  3. 2.10  Have a demonstrable experience in transformative and strategic leadership.

3.0 CORE COMPETENCES

3.1 The following additional core competencies and skills will be required for the position:

4.0 DUTIES AND RESPONSIBILITIES

  1. 4.1  Reporting to the Council, the Chief Executive Officer will be responsible for the implementation of the Council’s decisions in a timely manner in order to achieve the Council’s goals, objectives and agreed performance targets:

  2. 4.2  In addition, the Chief Executive Officer will be responsible for among other things:

    1. 4.2.1  The day to day management of KNEC;

    2. 4.2.2  Managing strategic and sustainable transformative change at KNEC;

    3. 4.2.3  Implementing corporate strategic plans and policies;

    4. 4.2.4  Providing leadership in accordance to the requirements of the Kenya National Examinations Council Act no. 29 of 2012, revised in 2016 and amended in 2017;

    5. 4.2.5  Efficient, effective and transparent management of examinations in accordance with the Act and Government policies;

    6. 4.2.6  Managing the affairs and transactions of KNEC; and

    7. 4.2.7  Exercising and discharging the objective and functions, and the general administration of the Council;

5.0 PERFORMANCE MEASURES

In addition to the duties and responsibilities outlined above, detailed key tasks will be agreed between the successful candidate and the Council.

6.0 APPOINTMENT

The Chief Executive Officer shall hold office for a duration of five (5) years and will be eligible for re-appointment for one (1) further term subject to a satisfactory performance appraisal by the Council.

    5. 7.2.5  Credit Reference Bureau

  3. 7.3  All applications shall be submitted in a sealed envelope clearly marked at the top ‘Application for the position of Chief Executive Officer’ and addressed to: -

    Kenya National Examinations Council, Mitihani House, Dennis Print Road, Nairobi

    and NOT at the KNEC Offices at the National Housing Corporation (NHC) Building, Aga Khan Walk in the Central Business District.
